3RockD is Building Vietnam’s first "Green Village": Xanh Qui Nhon

3RockD's guiding mission is to foster and support neighborhood development that restores and sustains a vibrant and prosperous community while preserving the natural environment for future generations. The 3rd Rock vision is to develop sustainable urban neighborhoods—“Green Villages” called “3rd Rock Sites,”—built around a central marketplace and public common spaces, where commerce, education, creative expression, social interaction and environmental stewardship are built into the daily flow of life. 3rd Rock has developed a sustainable urban community model in the city of Qui Nhon as a template for future green community development throughout Viet Nam. During Phase One of the General Plan, 3rd Rock will work with the owners and managers of existing structures or “3rd Rock Partners” located in the city of Qui Nhon to readapt their current building structures into green buildings. 3rd Rock Partners will be selected based on their ability to showcase green engineering, design and build.

Qui Nhon Overview:

Qui Nhon or Quy Nhon is a coastal city in the Binh Dinh Province of central Viet Nam 650 km far from Ho Chi Minh City. It comprises 16 wards and 5 communes with 284 km² general area. Quy Nhon harbors are accessible to more than 4,000 boats and ships.

Qui Nhon is the capital of the Binh Dinh province and as of 1999 its population was 240,000.

Historically the primary commercial activities of the city had always focused around agriculture and fishing. However, in recent years there has been a significant shift towards service industries and tourism. Quy Nhon also has a substantial manufacturing sector.

Qui Nhon's development goal for the near future is striving to build the city into a dominant seaport in the North-South and West-East corridor as well as into an international industrial, commercial and service-based trading centre with a strong and active role as a regional economic engine.

Qui Nhon has a varied topography, its geography being extremely diversified with such landforms as mountains and forests, hills, fields, salt marshes, plains, lagoons, lakes, rivers, shorelines, peninsulas and islands. Qui Nhon's coastline is 42 km long with attractive sandy beaches, abundant seafood resources and many other natural products of high economic worth. The city's key economic activities include industries, mercantile, export-imports, seaport services, aquatic product husbandry and tourism. The economic trend, at present, is increasingly service-based at the expense of agriculture, forestry and pisciculture. The GDP breakdown in percentage terms for 2006 was: construction industry 28.40%, service 55.58%, agriculture, forestry and pisciculture 16.02%.

Qui Nhon was officially founded more than 100 years ago with its forming and developing history going much further back to the ancient Champa culture, Tây Sơn dynasty and Thị Nại seaport from the 18th century. Nowadays Qui Nhon, itself a seaport, is recognized as a second-grade city with a geo-economic priority and an urbanized infrastructure. The government describes the city as one of the three key commercial and tourism centers of the central southern coastal region (with Da Nang and Nha Trang).

Quy Nhon, Binh Dinh, is the homeland of the most respected Vietnamese hero: Nguyen Hue. Being the cradle of the classic theatre "Tuong" and the martial art of Viet Nam, it used to be the important commercial centre of exchanging trade with China. The ancient capital of the Cham Tra Ban (1000-1471) is located 26 km far from Quy Nhon. Nowadays Quy Nhon is famous for its local products like bird's nests. The province has quite many Cham towers like Banh It Towers. The sandy beach here is good and is accessible directly from the town.

3RockD will work closely with local Qui Nhon government and will consult with national representatives of the Ministry of Construction, Ministry of Planning and Investment and other agencies to implement each General Plan phase in a way that is consistent with local economic priorities; uses local materials, labor and expertise when available; expands the capacity of local government to implement policies and practices that lead to environmental preservation and economic growth; increases knock-on benefits such as direct investment in Qui Nhon, increase eco-tourism and cultural tourism, and increased revenue from more influx of local taxes.

Although the challenges of conservation and improvement of local livelihoods still remains, for example, the increasing pressure on wildlife and fish populations through the illegal trade at local and international levels remains high, new pressures from climate change and the problem of local livelihoods on a world that is already facing economic difficulties remains; 3RockD sees a light at the end of the tunnel that will allow Viet Nam to prosper as it develops into a global engine of economic production while preserving Asia’s Jewel of the Pacific for future generations to enjoy.

3RockD Qui Nhon Objectives:

3RockD development aims in Qui Nhon are simple:

  • Provide exceptional returns to our investors through conscious investments in a sustainable future
  • Generate new jobs, new income and new wealth for local Vietnamese people where 3RockD Sites are located
  • Help establish Viet Nam as a thriving economic engine founded on the development of a sustainable green economy

3RockD is currently developing and assessing how its proposed development of Viet Nam’s first green village works in harmony with the economic and environmental objectives of Qui Nhon.

Qui Nhon has established the following economic goals which 3RockD will support through linking the development of the 3RockD Site in Qui Nhon to the development of the high-priority goals of the city which include:

  • Export Products: Focusing on processing export products in the industries such as aquatic and vegetable oil processing; producing consumer's goods (sewing, footwear); manufactory mechanical engineering (building and repairing ships, agriculture, processing industry); electron-informatics; chemical (medicine, rubber processing, liquid gas); processing wood; developing industry and small scale industry in the countryside; building and enhancing infrastructure for Phu Tai industrial zone development; arranging all favorable condition for the forming of Nhon Hoi economic zone in the city.
  • Trade service-tourism: Developing export-import services; developing a trade-supermarket centre and trade information centre of the city; developing a sight-seeing tourist zone: Ghenh Rang, Phu Hoa, Phuong Mai, Thi Nai Pond, Bai Dai; Upgrading Champa cultural vestiges, coastal habitant culture, the two defensive wars vestiges; building additional international standard hotels.
  • Agro - Forestry - Fishery: Strengthening the fleet of fishing ships offshore; developing logistical services for fishing aquatic rearing; developing a system for developing forest cultivation; and forming vegetable cultivation center in the outskirts of Qui Nhon for the city's consumption.
